Atlantic RFC Cross-Border Meeting in Irun–Hendaye Focuses on GSM-R, Works Coordination and Communication Tools

Rail Freight Corridor Atlantic held a meeting of the Cross-Border Operational Group (QCO) in Irun-Hendaye, gathering representatives from ADIF, SNCF Réseau, Infraestruturas de Portugal, RENFE Mercancías, SNCF Hexafret, Transfesa, APEF, and the Atlantic RFC team. The corridor also welcomed Portuguese colleagues as part of ongoing efforts to establish a similar WCO structure on the Spain-Portugal border.

GSM-R Deployment Progress

ADIF reported that the GSM-R system on the Irun–Hendaye section is in its final installation phase, with commissioning expected in Q1 2026. The system will improve communication between drivers and traffic control and support group and emergency calls. Operators asked whether bilingual assistants will still be required; ADIF noted that regulatory obligations remain currently unchanged.

Infrastructure Works Around Irun

ADIF outlined progress on the Astigarraga–San Sebastián–Irun corridor, including completed works in Hernani and ongoing third-rail installation. Single-track operation will continue until May 2026, when the new Irun station building is also expected to open. Operators requested earlier notifications and coordination with planned works on the French side.

ATHENA Translation Tool

SNCF Réseau presented ATHENA, a new automatic translation tool being developed for communication between infrastructure managers and railway undertakings. It is currently being tested with ADIF and at a Franco-German border point. Operators stressed that ATHENA should not replace the LIFE tool, whose unavailability has negatively affected coordination.

Cross-Border Traffic Issues

Stakeholders highlighted the need for improved early-warning mechanisms, more consistent information on disruptions, and better alignment of Spanish and French works. ADIF and SNCF committed to strengthening communication channels and sharing Atlantic RFC TCRs.

Next Steps

Both infrastructure managers will reinforce operational coordination, particularly for the major works scheduled for 2026–2027. Atlantic RFC will circulate the minutes and convene the next QCO meeting in the first half of 2026.
