ENIM begins its work following first plenary meeting

The European Network of Infrastructure Managers (ENIM) was officially established in its new configuration at its first plenary meeting on 23 September 2026. Held during InnoTrans in Berlin, the meeting marked an important step in implementing the new EU Regulation on the use of railway capacity.

ENIM provides a permanent platform for Infrastructure Managers (IMs) to coordinate capacity planning, traffic management and operational performance across Europe. At the meeting, ENIM also appointed its leadership and selected RailNetEurope (RNE) as Network Coordinator.

Building on European sector cooperation

ENIM builds on the Platform of Rail Infrastructure Managers in Europe (PRIME), established in 2013, and takes on expanded responsibilities under the new regulatory framework.

The network brings together senior representatives from IMs and allocation bodies along the core and extended core Trans-European Transport Network (TEN-T). Its work will support greater harmonisation in capacity management, traffic management and performance review. ENIM will also develop common European Frameworks and establish a one-stop shop for multi-network capacity rights.

ENIM will cooperate with Railway Undertakings (RUs) and other operational stakeholders. These stakeholders are also preparing the European Railway Platform (ERP), which will facilitate exchanges with ENIM.

ENIM leadership appointed

At the first plenary meeting, Johann Pluy, Member of the Board of ÖBB-Infrastruktur AG, was elected ENIM Chair. Piotr Wyborski, President of the Management Board of PKP PLK, was elected Vice-Chair. Both were appointed for a two-year term.

Commenting on ENIM’s launch, Johann Pluy highlighted the importance of cooperation, knowledge-sharing and dialogue across the rail sector:

“By working closely with railway undertakings, policymakers, sector organisations and the wider industry, we can jointly deliver the ambitions of Europe’s rail agenda and build a more efficient, sustainable and customer-focused railway system.”

RNE appointed as Network Coordinator

At the plenary meeting, RNE was appointed as ENIM’s Network Coordinator, as foreseen under the Capacity Regulation.

Drawing on its experience in supporting cross-border coordination between IMs, RNE will support ENIM in implementing the European legal framework. In cooperation with IMs, it will contribute to common methodologies and digital solutions, support harmonised operational processes and provide secretariat services to the network.

Paul Mazataud, President of RNE, said:

“RNE is honoured to be appointed as Network Coordinator. Building on our expertise and our established cooperation structures, we are committed to supporting ENIM and the rail sector in implementing the Capacity Regulation.”

Sector consultations to follow

Following the first plenary meeting, ENIM will consult operational stakeholders on its Work Programme and Consultation Guidelines. These consultations form part of ENIM’s approach to engaging with the sector on key documents.

Through closer cooperation between IMs and continued engagement with operational and institutional stakeholders, ENIM will support a more coordinated approach to managing railway infrastructure capacity across Europe.
